 Dear Troubleshooter: I enjoyed your article on home improvements in the May 7 Daily News.

As a North Carolina Licensed General Contractor, I enjoy an article that gives advice to consumers on proper contracting practices.

In future articles on the subject, you might want to add that in N.C. General Statute 87, Article 1, North Carolina requires any project over $30,000 to be supervised by a licensed general contractor (unless done by a homeowner).

Many consumers are not familiar with this law, but it is often broken by many contractors doing specialty work. You can also direct them to go to www.nclbgc.org to get additional information on their licensed general contractor and the law.

When preparing a column, space is always a consideration. This is especially true with topics such as home improvement work as there are so many issues to be considered.

Though not mentioned in the May7 column, the website address above appeared in the last year or so in connection with the Homeowner’s Recovery Fund. This fund provides assistance to consumers who have had a financial loss as a result of problems with an incompetent contractor.

In addition, consumers visiting this site can check the actual license of any licensed general contractor with whom they are considering doing business. It should be noted, however, that information about specialty contractors will likely be located at different websites.

For example, to determine if an electrical contractor is licensed, you can visit the North Carolina Board of Examiners of Electrical Contractors at www.ncbeec.org. This website also provides information regarding N.C. General Statute 87, which you reference above.

Consumers interested in information about a wide variety of N.C. Boards or Commissions, can go to www.ncgov.com. Click on “State Agencies,” then “Boards and Commissions.”

As mentioned in the original column, knowing who the contractor is and the quality of work he performs is essential to a good outcome.

In addition to getting references and checking them out with the Better Business Bureau and N.C. Attorney General’s office, consumers may also want to search small claims court records to determine if any judgments have been issued against a particular contractor.
