County provides nearly $2 million to save mobile home park
County leaders reaffirmed their commitment to low-cost housing Tuesday, committing $1.9 million to improvements at the rundown Pacific Family Mobile Home Park. Neither the 60 residents living at the Commercial Way park, many of whom are elderly or disabled, nor nonprofit South County Housing, which recently bought the park to stave off foreclosure, was in a position to pay for upgrades to sewers, electric systems and roads, which housing officials had deemed safety hazards. "All bets were off in terms of what would happen," said Erik Schapiro, the county's housing chief. The county's influx of cash, approved unanimously by the Board of Supervisors, will come from the roughly $10 million to $12 million annual redevelopment budget, dedicated specifically for community improvements. It's the second time this year the board has approved a significant investment in a mobile home park. In May, supervisors approved $2.3 million for repairs at Pleasant Acres Mobile Home Park on 17th Avenue. County officials say investing money into mobile home parks, which provide the bulk of the county's affordable housing, is the most cost-effective way to ensure housing opportunities for the community's poor. Subsidizing the construction of new homes is more expensive, and land is not readily available, explained Schapiro. The county's money comes with the condition that the prices of mobile homes, should owners wish to sell, be capped to keep them affordable in perpetuity. Lisa Bradford, 55, who lives in one of Pacific Family's 34 units, welcomed the board's decision Tuesday and said she's glad the park's future has been secured. "It's awful here," she said. "We're all interested in getting our coaches up to speed." Another priority, Bradford said, is fixing the roads so fire engines can access the park. In 1990, Pacific Family's residents entered into a cooperative to buy the park, but the group's finances slid and the mobile homes have fallen into neglect. Gilroy-based South County Housing stepped in and bought the park with a county contribution of $488,000. County officials now expect to see the park completely rebuilt, including the replacement of homes and bringing the park into compliance with local health and safety standards. The county will provide $1.9 million for improvements, plus a short-term loan of $550,000. "This is a mobile home park that needs work," said county Supervisor Jan Beautz.
