Newark man charged with home improvement fraud
A Newark man who received more than $41,000 in advance payments for uncompleted work has been charged with felony home improvement fraud, state police said today.

Robert R. Chance, 46, who operates the construction business Chantz Enterprises LLC, turned himself in at state police Troop 2 on Monday after a warrant was issued for his arrest.

He was released on $500 unsecured bond.

State police spokesman Cpl. Jeff Whitmarsh said Chance made a contract with a Newark couple in late July for improvements to their home, including new sliding glass doors, a window, sinks, faucets, a countertop and cabinets.

The couple gave Chance an initial payment of more than $26,000 – about half the total cost of the job – and were told materials would be ordered within 24 hours, Whitmarsh said.

The couple subsequently paid Chance about $15,000 more; however, to date, the only work that has been completed has been demolition and some basic rough in, Whitmarsh said.

The couple contacted police after numerous unsuccessful attempts to contact Chance over a period of several weeks, he said.

Investigators believe there may be several other victims involved who have not yet come forward, and they are urged to contact state police at 834-2620.
