Man charged with home improvement fraud
A Pennsylvania man operating a business in Wilmington was arrested Monday for home improvement fraud, state police said today.

Gerald S. Booth, 65, of Glenn Mills, was committed to the Young Correctional Institution on charges of felony home improvement fraud and operating a business in Delaware without a license.

He is being held in lieu of $20,500 bail.

State police spokesman Cpl. Jeff Whitmarsh said Booth operated G.S. Booth Inc. in the 300 block of Robinson Lane.

In November 2007, he was contacted to complete a construction job for a homeowner on East Newport Pike in the area of Five Points.

Booth allegedly was paid $53,307.97 by the homeowner and agreed to have the work completed by January.

As the months passed, it was apparent to the homeowner that the work was never going to be completed, Whitmarsh said.

At that point, only about 5 to 10 percent of the job had been completed.

The homeowner reported the fraud to police on Wednesday.

According to court records, Booth filed for Chapter 13 bankruptcy in April.
